CONCORD, N.H. (AP) — The Republican-led but closely divided New Hampshire House rejected three abortion bills Thursday, refusing to either further restrict or protect reproductive rights. The House voted 193-184 Thursday in favor of asking voters to enshrine abortion rights in the state constitution as well. The only one of three measures to be debated was the constitutional amendment to protect abortion up to 24 weeks and allow abortions beyond that when a physician believes they are necessary. “There simply is no threat to abortion rights in this state, despite the never-ending political rhetoric to the contrary," said Rep. Bob Lynn, a Republican from Windham. "And therefore, this proposed constitutional amendment is totally unnecessary.”

America is a divided nation, even on the subject of open primaries. New Hampshire is a good example of why more states should move toward more open primaries, not fewer. For instance, Louisiana has long enjoyed an open primary, but its new GOP governor is swearing to make a closed partisan primary reality. That’s why an effort to create open primaries in Washington, DC, is meeting stiff resistance from local Democrats. If the former South Carolina governor can't win in New Hampshire, I'm not sure where she can win. (This has historically been the case, and, no, registered Democrats can't vote in the primary, unlike what Trump has said.) New Hampshire Republicans tend to be on the relatively wealthy side compared to other Republican primary electorates. It's more to say that Haley has no real statistical argument for how she can win the nomination if she can't win in New Hampshire.

Iowa Republicans were a clear reflection of that on Monday night, delivering the former president an emphatic victory. As clear-cut as his win was, though, Iowa has not historically played the role of kingmaker in the Republican nominating process. He chose to appear at court hearings as a defendant in his legal cases in New York and Washington rather than speak to Iowa voters in the final days before the voting. With its more moderate, educated electorate, New Hampshire presents Trump’s rivals with possibly their best opportunity to slow his march. Trump's strength among Republican voters is beyond dispute, but the road is long and could be bumpy.
